AIA Encouraged by Fixes to Tax Reform Legislation

Thanks to AIA members for grass roots mobilization

WASHINGTON, D.C., - December 18, 2017 - The American Institute of Architects (AIA) announced it was encouraged by changes made to the tax reform legislation contained in the House-Senate Conference Agreement announced last week late Friday night.

The conference agreement that will now go to the House and Senate for a vote allows for a 20 percent deduction for businesses organized as “pass-through” entities like S-corps, sole proprietorships and Limited Liability Partnerships, subject to income limitations. The Senate bill would have greatly restricted this deduction for “service” businesses like doctors, lawyers, architects and financial services firms. The final conference package now contains specific language stating that architecture and engineering firms are not subject to the limiting provision that applies to other service businesses. AIA Honolulu Programs

Jan 10: IMPORTANT! State Building Code Review & Discussion Participants Needed

RSVP Online!  These meetings are open to anyone interested in participating in the code review.

Due to legislative changes in the 2017 session, the State Building Code Council (SBCC) has been given authority to adopt building codes which do not require the Governor's approval for public hearings nor his signature on the bill enacting the updated codes.  For this reason, the SBCC is still following the 2006 International Building Code/International Residential Code (IBC/IRC)

The Legislature recently mandated that the SBCC adopt the newest IBC/IRC codes within 2 years from the date of publication.  The 2018 IBC/IRC codes were published in November, 2017. The SBCC estimates the procedure to adopt the new codes will take approximately 18 months. Given that timeline, as well as the 2018 code publishing date, we now have only 3-4 months for the AIA Codes Committee to review and recommend changes appropriate for Hawaii.

The AIA Codes Committee will be meeting at least bi-weekly to review and discuss the 2018 codes in order to make appropriate recommendations within the 3-4 month time frame.

When/Where: Wednesday, January 10, 11:30am-1pm, Center of Architecture.

Can't attend in person? You can participate via GoToMeeting. Just choose that option during online registration and we will send you further information before the meeting.

When/Where: Friday, January 12, 12:00pm, Center for Architecture.

We will kick off by reviewing the residential portion of the zoning code. AIA Honolulu's Executive Vice President Relocating

Later this spring — likely in April — our Executive Vice President Abby Mundell will be leaving AIA Honolulu as her family is relocating to the mainland. Her last day physically in the Center for Architecture will be Friday, January 5. After that date, she will be telecommuting from Texas, but has agreed to remain the executive vice president until a replacement is found. We believe that the transition to a new association executive will be smooth.

In early January, 2018 President Geoff Lewis, AIA will convene a committee that will lead the search for a new executive vice president.  In early 2018 we will share more information about that search with our members, in case you know anyone who you feel may be interested in the position.

Abby has contributed greatly to the organization in her time with us, and we can all sense the renewed energy among our members. She will be truly missed by our board, staff and membership but we wish her the best of luck on her new adventure. Our 2018 Associate Director Henry Schneider, IV, Assoc. AIA will be working part-time at the Center for Architecture to assist with accomplishing some of the strategies in our Strategic Plan. Our staff members Pat Nohara Ho, Administrative Specialist and Camilla Nicholas, Assistant Director will stay on in their roles to make sure the day to day operations continues smoothly. Stay tuned for more information.

Jan/Feb: Attend State Building Code Meetings: Review of the 2018 IRC & IBC

Meetings are open to anyone interested in participating in the code review.

Due to legislative changes in the 2017 session, the State Building Code Council (SBCC) has been given authority to adopt building codes which do not require the Governor's approval for public hearings nor his signature on the bill enacting the updated codes.  For this reason, the SBCC is still following the 2006 International Building Code/International Residential Code (IBC/IRC).  The Legislature recently mandated that the SBCC adopt the newest IBC/IRC codes within 2 years from the date of publication.  View the 2018 IBC & IRC Significant Changes in Dropbox.

We now have only 3-4 months for the AIA Codes Committee to review and recommend changes appropriate for Hawaii. We have two different code review meetings that will meet weekly.

Selected from roughly 500 submissions, 17 recipients located throughout the world will be honored at the AIA Conference on Architecture 2018 in New York City.

2017 AIA Trust Annual Report Released

              AIA Advocacy Shapes Tax Reform

The AIA was engaged from the very beginning of the tax reform process to ensure fair treatment for architects and to make their voices heard. This work included providing updates and analysis to AIA components and giving AIA members the opportunity to weigh in with their legislators.

Through this effort, architects were able to shape three important aspects of the bill that would adversely affect the architecture profession or the building industry. Although this bill will impact every American differently, architects spoke up and made their voices heard, securing an outcome which recognizes the importance and influence the profession has in the United States and its economy.

As reported previously, Mickey Jacob, FAIA was asked by advocacy staff in DC to represent the AIA on Capitol Hill to lobby for certain provisions in the Tax Reform debate. Specifically, Congresswoman Kathy Castor (D-FL) who represents Tampa was named a “Conferee” to the Committee negotiating the Tax Bill language between the House and the Senate. Jacob carried the AIA position on both the proposed elimination of the Historic Preservation Tax Credits and to have architects included in the exemptions for increase in Tax on firm revenue for “pass through” companies not incorporated, under which a substantial number of AIA members and member firms fall. Congresswoman Castor favored the AIA position and used information provided in the committee discussions.

The legislative process moved with unusual speed, bringing a bill known as the Tax Cuts and Jobs Act to the House and Senate floors for a vote in late December. It was signed into law just before the holidays.

For an in depth look at the bill, please click here.

State Government Network (SGN): Where We Stand: Professional Licensure

AIA announced the release of the first Where We Stand statement for 2018. This statement directly addresses the current threat to the profession of deregulation and delicensure.  Many state legislatures are currently debating legislation that would significantly rollback professional and occupational licensing requirements in a misguided effort to stimulate economic growth and each presents a clear threat.

The Where We Stand series is part of an ongoing effort to address a variety of critical issues facing our profession and the statements are intended to drive action and benefit the advocacy work of our members. The AIA reported the December ABI score was 52.9, down from a score of 55.0 in the previous month. This score still reflects an increase in design services provided by U.S. architecture firms (any score above 50 indicates an increase in billings). The new projects inquiry index was 61.9, up from a reading of 61.1 the previous month, while the new design contracts index decreased slightly from 53.2 to 52.7. Read more >

              AIA National Update

Architecture billings continue growth into 2018

Business conditions easing in the Northeast, but very strong in the rest of the country

Washington, D.C. – February 21, 2018 – 2018 started on a strong note for architecture firms, as the Architecture Billings Index (ABI) saw its highest January score since 2007. The American Institute of Architects (AIA) reported the January ABI score was 54.7, up from a score of 52.8 in the previous month. This score reflects an increase in design services provided by U.S. architecture firms (any score above 50 indicates an increase in billings). The new projects inquiry index was 61.1, down from a reading of 62.0 the previous month, while the new design contracts index increased slightly from 53.4 to 53.9.

“Healthy conditions continue across all sectors and regions except the Northeast, where firm billings softened for the second consecutive month,” said AIA Chief Economist, Kermit Baker, Hon. AIA, PhD. “With strong billings and healthy growth in new projects to start the year, firms remain generally optimistic about business conditions for the next several months.”

Every January the AIA research department updates the seasonal factors used to calculate the ABI, resulting in a revision of recent ABI values.

              Key January ABI highlights:

              • Regional averages: West (56.2), South (55.3), Midwest (54.8), Northeast (47.3)
              • Sector index breakdown: multi-family residential (56.0), commercial / industrial (53.3), institutional (52.5), mixed practice (50.1)
              • Project inquiries index: 61.1
              • Design contracts index: 53.9

              Congratulations to our Newest Fellow!

AIA Elevates James A. Nicolow to the College of Fellows

AIA Fellowship Recognizes Significant Contributions to the Profession of Architecture and Society

We are pleased to announce that the Jury of Fellows of the AIA elevated James (Jim) A. Nicolow to its prestigious College of Fellows, an honor awarded to members who have made significant contributions to the profession.

Jim works for Lord Aeck Sargent and belonged to AIA Southwest Michigan during his application but is now part of AIA Honolulu.  He has committed his career to transforming the built environment through leadership and collaboration on significant deep green projects; sustainability education and advocacy, and leadership and mentorship serving as LAS’s first Director of Sustainability.  Please extend your congratulations to your peer on his outstanding achievement.  He will be honored at the 2018 National AIA Convention in New York June 21-23.

The Fellowship program was developed to elevate those architects who have made a significant contribution to architecture and society, and who have achieved a standard of excellence in the profession. Election to fellowship not only recognizes the achievements of architects as individuals, but also their significant contribution to architecture and society on a national level. Out of a total AIA membership of over 90,000, approximately 4 percent are distinguished with the honor of fellowship and honorary fellowship.  View full list of AIA National College of Fellows.

The Architecture Billings Index (ABI), produced by the AIA Economics & Market Research Group, is a leading economic indicator that provides an approximately nine to twelve-month glimpse into the future of nonresidential construction spending activity. Read more.

Public Policy Alert: New Tariffs on Steel and Aluminum Imports

Last week, President Donald Trump announced his intention to place new tariffs on steel and aluminum imports — a move that would have a significant negative impact on architects and the built environment.

Lawmakers need to hear from architects like you as to how these tariffs could jeopardize your business and the design industry’s economic growth overall. Read AIA National Press Release.

              2018 AIA Grassroots Update

AIA Grassroots 2018 “Leading Through Influence”

Report by Brent Tokita, AIA, AIA Hawaii State Council, Vice-President/President-elect.

2018 Grassroots was held in not-so-sunny San Diego March 12-14.  The event centered around advocacy/diversity/inclusion and many of the seminars reflected this theme.  This was my first time at Grassroots and the event started with some pre-event networking and a meeting with our Northwest Pacific Region.  Hawaii was well represented within the region with five attendees representing AIA Honolulu and Maui.  We reported on our ongoing state programs focusing on the regional conference we are hosting in November.  The conference consisted of general sessions and panel discussions through breakfast and lunch and specialized educational seminars on building stronger chapters in the afternoon.  My personal interests center on sustainability of our profession in Hawaii so I attended sessions on urban design, climate change advocacy, developing future leaders in the profession, and opportunities for K-12 design education.  The event was very fun and inspiring, and I was able to make some good connections with our Hawaii delegation and our component leaders on the mainland.  I am looking forward to applying what I have learned into tangible results for the Hawaii State Council and I am already looking forward to Grassroots 2019.
